消防安全责任体系建设涉及责任主体、责任内容的高度统一和履职追责、奖惩兑现机制的有效运行。根据习近平总书记关于落实安全生产责任制的指示精神，按照“政府领导、部门协同、行业自律、消防监管、单位负责、全民参与”的原则，结合新疆实际，提出建立职责、考核、追究机制相统一的新型消防安全责任体系的若干建议。

Fire safety responsibility system involves a high unity of its subject and its content;it also involves the ef-fective function of its professional responsibility and reward and punishment mechanism. According to Chairman Xi’ s direction about the implement the safety production responsibility system and the instruction of“government lead-ing,departments coordinated,industry self -disciplined,fire controlling,unit supervises,and the mass partici-pates”,combining the reality of Xinjiang Autonomous Region,this paper puts forward some suggestions to establish a new fire safety responsibility system which unites responsibility,evaluation,and accountability.
